Minister to receive report from historical abuse inquiry



The final report of a scoping inquiry into historical sexual abuse in day and boarding schools run by religious orders is due to be delivered to the Minister for Education today.

It follows a series of abuse allegations from the 1960s and 1970s at schools run by religious congregations.

The report, which is understood to be more than 200 pages, will include recommendations from Senior Council Mary O’Toole, on the scope and breadth of the Government’s response to revelations.

A central element of the inquiry has been to ensure that the report is informed by outcomes sought by survivors.

The inquiry team also engaged with religious orders during the course of its work.

The Terms of Reference included “a critical analysis” of the response of religious orders to historical sexual abuse allegations by way of Restorative Justice Schemes and other initiatives, to include consideration of appropriate standards for such responses.

Its remit also included the commissioning of an expert report into current child protection systems and frameworks within the primary and post-primary sector.

The scoping inquiry was announced in March last year following the RTÉ Doc on One programme ‘Blackrock Boys’, which led to many men coming forward alleging abuse as children at schools run by religious orders.

Last autumn, Ms O’Toole who has led the inquiry, wrote to the Minister for Education Norma Foley seeking an extension to the deadline for submission of the report.

Prior to its publication, the report will be sent to survivors.

Ms Foley is expected to consider its recommendations and it will be sent to the Attorney General.
