Local authorities will have the power to introduce traffic congestion charges in the future as part of a strategy approved by Cabinet today.
However, this is not likely to happen for some time and legislation giving councils this power is viewed as a longer-term initiative.
Once it is introduced though, it will allow local authorities to decide how best to reduce congestion, based on what alternative transport is available in each area.
The Cabinet heard that congestion is projected to cost €2bn by 2040, with many additional environmental, health and social costs.
This strategy will also develop a fair and sustainable approach to transport taxation over the longer term.
A review of current taxes would then take place and equitable options, based on the polluter pays principle, would be drawn up.
The new strategy goes hand-in-hand with ongoing Government investment and supports for public transport, walking, cycling, and electric vehicles.
However, it makes clear that the benefits of investment in public transport, active travel and EV infrastructure cannot be fully realised while current levels of congestion remain.
