Doctors are meeting in conference to discuss the staff recruitment freeze, capacity constraints in the health system and long hours worked by Non-Consultant Hospital Doctors (NCHDs).
Minister for Health Stephen Donnelly will address the annual conference of the Irish Medical Organisation in Killarney this afternoon.
The trade union represents GPs, consultants, NCHDs, as well as public health doctors.
The incoming IMO President, Donegal GP, Dr Denis McCauley has said that there is a crisis of funding in the service.
He said there needs to be a rapid increase in funding infrastructure and the workforce.
A survey by the IMO has found that 83% of NCHDs say they are routinely working unsafe and illegal hours with insufficient rest.
The conference will also discuss the impact artificial intelligence may have on healthcare.
HSE chief Bernard Gloster will address the conference tomorrow.
