Car parking spaces should be reduced at all urban locations, according to the latest planning guidelines issued by the Department of Housing.
The guidelines say that parking could even be eliminated in new housing developments which have good access to urban services and public transport.
However, it says that where car parking is reduced, local authorities must be satisfied that there are solutions in place for workers and residents.
These could include car and bike sharing schemes.
The guidelines state that where off-street parking is provided, its design should allow for “future adaptability to other use”.
It says this would allow the space to be repurposed should the homeowner decide that they no longer need a car.
This planning policy also requires all new housing schemes to provide safe and secure bicycle storage facilities for residents and visitors.
